Job Description

Are you looking for an HR Consulting role with the Ontario Government? We have an awesome 3 month opportunity that may be extended. This is a hybrid role located in central Toronto that starts ASAP!

Roles and Responsibilities

  • To provide strategic advice, expertise and consultative services on a full range of Human Resources (HR) management functions which address the HR issues or priorities of clients and support their business goals, mandates and workforce requirements. Provide consultative advice on a wide range of HR issues/initiatives including HR planning, performance management, labour relations and illness/injury management, organizational design. Provide direct support to the CO HR Consulting team to assist in responding to clients' request for HR advice and direct action.
  • Within the capacity of an experienced Human Resources Consultant role, provides expertise, consultative services and support to the CO HR Consulting team on a variety of human resources issues, policies and processes, including: attendance management, change management, performance management, labour relations, organizational design and job description management, staffing, compensation/salary and position administration.
  • Liaises with HR partners across the organization e.g. Ministry Strategic Business Units, Centre for Employee Health, Safety and Wellness, Employee Relations, Pay & Benefits, Compensation Policy to clarify policies, facilitate specialized services and to offer appropriate recommendations and holistic HR options to clients.
  • Provides comprehensive information, interpretation and consultation to support the CO HR Consulting team with client management on the application of legislation, corporate policies, programs and initiatives related to employment accommodation, return to work, attendance support and illness/injury management. Partners with Disability Support Services and clients to implement health reassignments, obtain independent medical examinations and manage complex cases.
  • Works with HR Consulting team or directly with client management to initiate, develop and implement organizational and job design strategies and best practices, on restructuring and change management initiatives. Provides guidance on the job classification process, pay administration, compensation, disclosure requirements/policies and issues. Analyzes job requirements, reviews and edits job descriptions. Prepares and submits classification requests on behalf of clients.
  • Supports the CO HR Consulting team with client management on all aspects of performance such as the development of performance and learning plans and conducting employee meetings. Provides expertise, support and options for management on culpable and non-culpable performance issues, including drafting correspondence on employee issues, letters of counsel and disciplinary letters.
  • Provides advice and options to HR Consulting team or directly to client management on staffing issues in accordance with provisions of the employment policies, collective agreements and relevant legislation/regulations. Collaborate and engage the Strategic Talent Initiatives Team in CO and client managers as required, to support the filling of vacancies
  • Provides human resources consulting services in support of a portfolio of ministry clients and provides expertise/interpretations on a full range of human resources functions, advising of the implications of proposed policy, program or organizational changes.
  • Provides accurate interpretations and timely advice, information and recommendations on complex HR program matters, the identification of contentious issues, the development of potential solutions.
  • Liaises and engages with HR business partners on contentious and complex situations to ensure client management receive timely, sound and risk-based advice.
  • Identifies, analyzes and resolves a range of difficult, confidential and sensitive issues; interprets legislation, directives, policies and collective agreements and takes into account sensitive political situations. Develops appropriate recommendations for client management including measures to minimize risks/impacts and identifies the impact of initiatives on client operations.
  • Case management, planning and organizational skills to respond to numerous complex challenges and demands from client management, to manage and prioritize workload, to meet conflicting deadlines and deal with frequent interruptions, urgent matters and constantly changing priorities.
  • Position works independently within the broad framework of OPS legislation and directives, human resources policies, programs and guidelines, as well as collective agreements and business practices. Position has access to HR business partners for advice regarding broad policy and program guidelines.
  • Provides recommendations or alternative strategies with consideration to balancing business goals with enterprise human resources directives and initiatives on a diverse range of HR management issues taking into account applicable collective agreements, human resources policies, directives and practices.
  • Provides input into the development of recommendations regarding the client's position on an issue; develops innovative approaches to resolve or provide closure to cases; conducts relevant research and negotiates settlements on complex issues. Consults with clients and advises on the handling/resolving of employee relations issues, grievances and settlements at informal/formal resolution stages.
  • Communicates with and provides customer service using relationship management skills to provide client management with well-considered assessments of their needs, issues, options and opportunities.
  • Working directly with the CO HR Consulting team, provide clients with advice and services that address their organizational needs and sustains effective working relationships with client managers, executives, employees, union representatives and colleagues.
  • Writes sensitive and complex HR correspondence. Provides advice and information; expresses complex issues clearly and convincingly; delivers presentations and information sessions.


Qualifications and Experience
  • Knowledge of the theories, principles and practices of Human Resources management and of enterprise-wide policies, directives, various collective agreements, related legislation and regulations to provide expertise, strategic advice and HR management assistance to client management and to apply legislative and policy requirements for senior management. Minimum education required: College Diploma
