Job Description

Our Federal Government client is requesting support from a Senior Learning Advisor to perform a Learning Needs Analysis (LNA) to assist the Centre of Enforcement Expertise (CEE), establishing a National Enforcement Program Training Framework for Enforcement Investigators. The success of the LNA must be predicated on the ability to express clearly who is coming in – what are they expected to do – and what is the desired outcome.

The period of the Contract is from award date to June 30, 2023 inclusive.

Roles and Responsibilities

  • Creating a plan which includes a schedule of the activities to be completed.
  • Determining current needs by analyzing organizational requirements and related needs for formal learning;
  • Assessing current information obtained/received and performing follow-on analysis on a strategic and operational level to identify gaps in the current training framework;
  • Benchmarking against industry standards and with other government departments;
  • Consulting stakeholders (individually or by facilitating group sessions) to identify comprehensive business requirements, existing procedures and methods;
  • Gathering data using established industry procedures and methods for establishing an Enforcement Investigator Developmental Program ;
  • Establishing criteria for assigning priorities among learning needs based on the following factors:
  • The magnitude of the discrepancies between the current and target state;
  • Causes and contributing factors to the needs;
  • The degree of difficulty in addressing the needs;
  • Risk – the consequences of ignoring the needs;
  • The effect on the organization or other needs if a specific need is or is not met;
  • The cost of implementing solutions; and
  • Other factors that might affect efforts moving forward.
  • Designing a learning architecture (core training curriculum) to close identified capability gaps;
  • Setting priorities and determining criteria for how best to allocate available resources (money, people, facilities) in the development of a comprehensive training program; and
  • Synthesizing the data gathered in the Learning Needs Analysis and developing a final report that provides a recommended action plan for a professional development program as it pertains to enforcement.


Qualifications and Experience
Must have:

  • Post-secondary education in a discipline related to adult learning and/or e- learning development.
  • 5 years of experience as a Senior Learning Advisor
  • 3 years experience in developing learning strategy plans
  • 6 months of experience working in a regulatory or enforcement environment.
