Job Description

The Project Manager will be responsible for managing projects, including the development of business requirements, and overseeing the implementation, testing and installation of custom software applications. They ensure that deliverables answer users' needs and meet specified business requirements and software-development and quality standards.

The Project Manager will work with the Lead, System Operations and Data Management to ensure a smooth transition from ongoing operation through to the completion of major updates and the addition of new functionality.

Roles and Responsibilities

  • A post-secondary degree in computer science, information systems or a related field, or equivalent experience
  • Project-management accreditation and/or at least three years’ experience managing information-system development projects
  • Sound understanding of database design principles, including knowledge of dataobject relationships (e.g., one-to-one, one-to-many, many-to-many) and ability to use these relationships to understand business processes and create data models
  • Sound understanding of the principles of information-system security and data protection
  • Advanced understanding of software-development processes, including agile development, patch management, change management and quality-assurance testing
  • Proven ability to solve complex problems through an analytical, systematic approach
  • Advanced knowledge of at least one object-oriented computer programming language (e.g.,, VB.NET, C++, java , oracle etc)
  • Working knowledge of web-application technologies and development tools used in Agency custom information systems, including Classic ASP, RESTful Web Services, Microsoft .NET Framework, .NET Core and Visual Studio.
  • Proven proficiency in software applications in general use within the Agency
  • Excellent oral and written communication skills, including the ability to explain relevant technical matters effectively to a wide range of system users. Ability to communicate in French would be an asset.
  • Strong customer-service orientation
  • Time-management skills and the ability to organize tasks and set priorities
  • Ability to work independently and as part of a team
